I wanna get that 382 Stoked Engine package but it says off-raod use only....why is this? Is it because it is too loud for the streets or because it's not smog-legal? If its because of emmisions...would there be a way to make it legal just for the test? (And no...not paying the guy off :P )

Not smog legal ... By noting it as ORO, SLP is relieving themselves of any responsiblity for making it so ... basically you're on your own.
