also check your wiring order.. if they are not put on in the right order then your car will freak..
doubt your coil packs went bad.
Doubt its fuel.
Sounds more like they didnt know what they were doing, put their shop lackey to pull plugs and wires and they didnt know which wire went where afterwards.

There's a good chance that either 1 or more plug wires just aren't connected 100%, OR, 1 or more plugs are not tight, OR, the guy may have damaged 1 or more plugs when installing them (I mean, maybe he cracked the porcelain stem while tightening them.....I know I cracked a spark plug one time, and they're garbage when that happens!
).In terms of the steering rack, sounds like maybe there's air in the fluid somewhere, causing that pressure fading you're describing?
I don't know much about how the steering racks are removed/re-installed, but I imagine that you have to top up any oil lost, and maybe the system has to be bled once everything is installed?
I agree with Capn. Most likely it's a plug wire (prolly #8, which is the passenger side rear) or a damaged plug. If I were you I would check the wire connections at both ends first. Sometimes they can seem to be connected good but aren't. To check them pull on the ends to remove them, when you plug them back on listen for the click. Then if that doesn't fix the problem check for damaged plugs. I noticed you installed new wires so I doubt that is the problem. Did the guy check anything when you took it back to him or was it one of those "well it sounds like it may be a coil pack" scenarios? As for the steering problem my guess is air in the lines or a faulty rack and pinion. Was it a new rack and pinion or a remanufactured unit? It may even have something to do with the rough idle. Get the idle straightened out before you go troubleshooting the steering. Good luck and welcome to the board.

Update----
The mechanic called to let me know they had my car fixed. He said they put he old wires on and it ran fine. SO i sent my dad down to pick it up and take it to my garage.
On the way home.............same problem. Backfire, misire, sputter.
Dad said it ran good fora few minutes.
I've not went and looked at her personally yet, going to do that this afternoon. Just thought you guys might have some more sggestions based on the above information.

Scanned with code computer... PASS no codes.
Having it scanned with analyzer next week. The NEW mechanic things the OLD mechancis cracked a spark plug. I told him to save it so I can take it to them for proof.
