If I was to buy an ls7?
You would need an LS7 PCM, wiring harness and software to tune out a bunch of crap. Besides, for the price you could have a shop install a 408 iron block that would put over 500hp to the tires....not just at the crank. So, why bother?
408 IRON BLOCK, I wouldnt need heads and intake and all the other stuff. How much do you think all of that would cost because ive been saving alot of money to build or buy a new engine and as soon as my income tax comes in I will have about 15grand to spend.

You're looking at around $3999 for a LS2 Aluminum 402 shortblock. Stick some nasty heads on there, a nice bumpstick, and a FAST 90/90, and you'll have a 520+ rwhp motor with no problem (slightly less horsepower to the wheels if you have an automatic). You can do all that for WELL under $10,000... probably under $9000.
Until GM figures out why this is happening, might be best to cross the LS7 off your option list:
