As stated before, you can use just water in a pinch, but you really should put a mix of water and Dex-Cool in both the radiator and coolant bottle.
If the radiator is really low, there is a leak. If it's a little low, less than a quart of coolant, there is most likely a small leak. If the radiator is full or near full and the coolant bottle only is low, that's normal. The water in the coolant slowly evaporates off over time and the level in the bottle slowly decreases.

Nobody has said it so I will. 50% water 50% Dexcool is the recomended mix.
With the car cold remove the radiator cap, add 50/50 mix of dexcool/water if needed to top it off - then add 50/50 mix to the coolant resevoir to the cold mark on the dipstick. After a few warm ups check the dipstick.
