Emissions + These mods = pass? and power?

Deciding how to build this LS1 I am faced with many options as well as many problems. Namely California Emissions. This limits me to what I can or cannot do. So the question is will it pass, and any ideas on HP output? This is all based on a lot of research from this site

Heads
Down to two different selections:

CNC LS6 heads from GMpartsdirect part number - 88958622

Advanced Induction Econo Port LS1 Heads

I am leaning towards the LS6 heads, but I am looking for the most power I can make, while still being able to tune the motor for emissions.

Camshaft
There is only one that I am really looking at and that is the:
99-224/224-114 Thunder Racing Custom Camshaft - 224/224 .563/.563 114 LSA 1700-6600 RPM Power Band. Excellent mid-range & high RPM power. Requires computer tuning on automatic transmission cars. Due to the fast ramp rate of this camshaft, the use of 1.8 rockers is not recommended.

114 LSA to pass Cali Emissions.

Headers
JBA LS1 Headers

Only thing Cali Legal.

Throttle Body
F.A.S.T. 90 MM Throttle Body For LSX Intake

So any ideas on power at the crank and do I have a shot in H**L of passing California Emissions?

Pretty sure the tr224 will pass w/ a tune (does here in jersey), and you only header option if you wanna stay legal are shorties(which on a LS1 is pretty much a waste of money)

Save your $ on those JBA's. Just get some 00 up manifolds if you have an earlier year LS1.

Also save your $ on the FAST stuff. You're not going to have a big enough cam to warrant their extra cost over an LS6 intake and a ported stock TB.

Now you have ~$1800 to put into your suspension, get a 12 bolt, or do some other drivetrain mods.

I see you said you are leaning towards the LS6 heads from GMParts direct. But did you see the technical note.

Technical Notes: These ported heads are race only. Not for street usage.

I saw that, but they say the same thing for AFR's or really any aftermarket head. The GM parts direct one was built for the LS1 Hot Cam, so the TR CAM "Should" be fine with them to make power, I just wasnt sure if anyone had used these heads or new about them in regard to emissions. So there is no HP increase on shorties on an 01 LS1? Even 10hp is worth it to me, not worried about cost as this is a project vehicle anyway even with the LS6 heads, LS6 intake (01 LS1), and that cam shorties wouldnt work?

if you have the 01 already, no need to upgrade the intake manifold.

a magazine did back to back intake swaps on the dyno. 420hp engine and the FAST only made ~1hp more than the ls6 intake. not worth it unless you are boosted or BIG cubes.

definatly look into whether the LS6 heads are legal for emissions. if not a good stg 2 port would work wonders.
