Emissions and pacesetters?
I was looking at Pacesetters, and I was thinking of going with a cutout rather than my LM and get these headers and only cost an extra like $100....however, I am in MA and my emissions is pretty strict. If I need an ORP, that means that I have no cats, right? Do I NEED a ORP for these headers? They say that all the AIR and EGR fittings are there, but I need to know about the cats, cuz I need them here....

Now the real question should be wether or not there is a testing station near you that does not do visual inspections. If you get a Pacesetter LT headers and fab a Y-pipe with a pair of good aftermarket HF cats then you should pass a OBDII test, sniffer test or even the treadmill sniffer test. The only way you should fail if you use decent HF cats is if they visually inspect under your car, know where the cats were supposed to be and care that the cats are no longer in that position.
Go to a TnT night at your closest 1/4 mile track and I'll bet if you talk to some f-bod owners you'll be givin some very helpful hints on where to get the car tested.
