can you reprogram a LS1 pcm?

what are the options for reprogramming the pcm? can it be done by guys like Madwolf or pcmforless...or does it have to be done with a handheld unit like the HPP3 or similar?

just doing some basic research...

LS1 Edit is available just like LT1 Edit. You can buy it yourself, or mail your PCM off.
