hey guys.

alright soo i didn't pass my NC inspection because one of my windshield wipers isn't going up and down when i turn it on. it just stays down.
(we haven't had too much rain in Raleigh so i missed this).

so what can i do to solve this? or what could be the cause.

its prolly the linkage under the cowl

 

how do i get under the cowl?

 

First, remove the wiper arms. Then remove the cowl weatherstripping. Last, remove the plastic cowl grille retainers, and disconnect the windshield washer hoses. Do the reverse for putting it back together.

I would check fuses as well.
