will not start

Well, It's finally spring here in Central Ohio and time to drive my Z28. The problem is that the ignition isn't communicating to the starter. When I turn the key, all the electrical is strong ( new battery) , the dash security light goes out after a few seconds, but still no starting crank. It's just like the starter isn't connected. When the weather was cold last February, It started fine. The key has a chip and thought that was the problem but I used the spare key without a chip and still no communication to the starter . Any suggestions????

If the Security lamp is off, there are only a few other things that could be wrong: Ignition switch (wiggle it and see if it works intermittently), Theft Deterent starter relay (swap it with the identical Hatch release relay, both clipped to the right side of the glove box/SIR support behind the far right side of the dash), automatic transmission gearshift position switch or manual shift clutch safety switch (move it around and see if it is intermittent), starter.
