i had a hypertech plug in module on my 96...and i could feel NO discernable gain in power or performance.
i got it used real cheap, and it wasn't even worth that.
mail order tuning is the way to go if you basic bolt ons. the programmers at pcmforless and madwolf are really honing the tunes to specific mods. well worth the cost.

you tell the guy what car you have, mods, what you want changed (shift points, rev limiter, fan settings) and he tweaks the spark/fuel tables and resets your chosen options and mails you the ECM.
unbolt and unplug your stock ECM, plug and bolt the new one in....ship the stock back as a core. i know Ion from www.madz28.com claims a "guaranteed" 13hp from his tune on bolt on cars.

there is even power to be gained from a tune on a bone stock car...remember the ECM is tuned to run in 99.9% of gas, altitudes, temperatures and driving situations. reseting things to make them optimized for things like 93 octane gas, cooler temps, higher shift points, and rev limits, as well as shift firmness (A4 cars), and in general a more powerful fuel/spark setting will gain noticable power.
a tune will really benefit you if you have lower stat, headers and thingls like that...as well as mild cam setups. more elaborate mods are better done with a dyno tune...although mail order will still be better than stock.
