Steering wheel slack

Whats the most common cause of the slack in the steering wheel? There's slack when the car is off if the wheel isn't locked AND when I'm driving. There's about 1in-2in each way before any resistance.

Thanks

Re: Steering wheel slack

I replaced the rag joint with the eliminator kit. It doesn't appear to be as loose as before, but there is still a noticeable amount of slack in the response from turning the steering wheel to turning the tires. It this just wear and tear on the steering column/rack? Tie rods?
