Should i put cats. in my exhaust

I'm having my duals run through a X crossover magnaflow muffler then ran out back. While im at it i thought about putting a pair of catalytic converters on my car maybe pypes or carsound. I live in minnesota and we do not have emission tests. I was told that i could not get a ticket or penalized as long as i dont sell the car without any cats. Could a shop refuse to service my car if it is not emission legal? Even if i put cats on would it still be illegal since they would not be in the factory location? My PCM is tuned to run without cats, so unless i HAVE to put them on my car i wouldnt like to. Any advice is appreciated.

If you don't have emissions regulations, then just leave them off. I could see a shop refusing to weld the cats on the car, but I don't see them refusing to do any other work on it.
