Odd lighting problem (signals and headlights)

I have finally fixed most of the bugs with my new motor (fingers crossed) and have an appointment for inspection in the morning. Well, doesnt look like im going to pass unless i get the lighting situation figured out.

With the parking lights/headlights off, the turn signals work fine. Turn the parking lights on, the rear passenger turn signal bulbs go out completely. However, rev up the motor a little bit to get 14v (damn underdrive pulley ), the blinkers will work with the headlights on, but they blink slowly. Does this sound like it could be a problem with a socket? I changed the flasher and bulbs already and no difference. The sockets are looking a little rusty (passenger taillight gets a little thirsty sometimes )

Ive been busting my *** to get the car ready for inspection/ put on the road and i wasnt expecting something like this to be the reason i cant get it done. My inspection appt is tomorrow morning at 11 :/

Have you tried using dielectric grease in the sockets? Also check your grounds.

One more thing, make sure you have the proper bulbs (past numbers) I bought one from a store that said it was the correct bulb, the signal light started flashing slow after installing the new bulb. Later got the "proper" bulb and everything was back to norm.
