get a hand held programmer to change the settings

have the setting programmed by a computer tuner

or install a $60 fan switch so you can turn them on whenever you want

Re: How do you make thefans kick on sooner..

I wired up a fan switch for like 5 bucks if that. I bought a switch and two LED's. When you turn the switch one way its on low and one LED lights up, when you turn it the other way its on high and both LED's light up. You just tap in to the existing relays for the fans and run the wires inside the car. Very simple, don't waste your money and buy even a 35 dollar switch.

EDIT: After looking at that link, mine does the same EXACT thing and like I said I paid less than 5 bucks. Doesn't really require must electrical knowledge either.

I agree with the above post...IF however you do choose to spend money, the speedspecialy switch is IMO the best one.

EDIT:: one thing the above post doesn't mention is the resistors you will need to not throw codes on OBDII cars....you'll need resistors in front of LEDs so they last longer, and some for the fan wires...
