Headlight problem

Headlight problem

I have a 96 firebird. I had a problem with one headlight popping up and the other does not( no grinding noise, nothing). Both headlamps work when i flip the headlight switch. I manually cranked them up so I can have headlights. I replaced the non working motor with a BRAND NEW headlight motor ( thinking that was the problem). The replaced motor is not flipping up once i plugged it in the connector.
I did a search and found out there is a headlight relay and this is what could be the problem..

Where is the relay and what does it look like. And about what is the cost..

Do you have a DVM or a test light? I'd suggest you compare reading from the side that works to the readings on the side that doesnt. If one works, logic would tell me the relay is good and you have a wiring problem.
