Got a wierd rotating noise when the car is running?

Not noticable at all while driving, not even really if I'm listening for it(kinda hard with the cutout). Anyway in a rough attempt to try and describe it. It it mostly noticable when the car has been shut off but the motor is still rotating to a stop. Like if I reach in and turn the key off and am walking in front of the car. But is also noticable when the car is just idling and I'm outside of it. Almost like a grinding but more of a "dragging" sound. Like something is holding it back some but the motor still overcomes the drag. Kinda like a grinding lathe or something. I noticed another post about the AC condensor and I'm sure it's possible it's that. The AC used to work before the car went into the shop but now no longer does. Blows relatively cool air but not cold like it used to. Definately not AC style temps, but cooler than vent. So I figured either the AC was shot or just needed a recharge. I'm kinda waiting til it get's warmer to decide weather I "need" it or if I can live with ditching it. Isn't there a bracket or something I can get to use the stock serpentine belt? If so where can I get it. Are there any other ideas out there. Doesn't seem to hurt power or anything. Was doing it since I got the car back so I have nothing to compare it to it's been awhile since I drove it. Definately irritating, and obviously something isn't right. I used to think it was just the belt and pulley's rotating but it's gotta be more. Thanks in advance.

Most tensioner pullies can be purchased at your local parts store.... Cost is around 18-25 dollars... But it might be better to change out the whole tensioner since your down there..... Cost around 40-50 dollars.....
