Is the compressor turning? The scanner might see the PCM command to turn on the compressor but if your wiring to the compressor or connector at the compressor are bad, the compressor may not be running.

Usually you can hear the AC clutch engage within the AC pulley a split second after turning the AC on. Usually a faint click.
If it is engaging I'm guessing you just have a bad freon leak (usually the seal on the front of the compressor is the first place to look). Take it to your local AC shop and have them scan with a freon 'sniffer' or dye test for leaks.
I just went through this whole mess on my wife's car, ended up getting a used compressor at a local junkyard. AC now works great.
