air conditioning question

No matter what setting I put the air controls at, I get many smells or fumes
from other cars coming into the car. Should the air conditioning be pulling in outside air?

YES! Where do you think the air would come from if it didn't? What happens is the refrigerant flows in the "sealed a/c system" 
(they leak) and cools whats called an evaporator inside the heater box, the blower fan sucks the air in from outside and blows it across the evaporator which makes the air cold and that's what hits you in the face from the vents.

bingo,if there is no recirc position, MAX A/C is the only position that recirculates the air

I had a '94 Z and had smells, turned out to be the infamous intake manifold oil leak at the rear. The LT1's are famous for that due to the EGR tube (gets very hot) being so close to intake and causing the RTV to fail. I repaired that and the problem was gone.
