Turbo Sump?
Turbo Sump?

when making a sump, does the bottom of the sump need to be perfectly level with the ground, even if the turbo is draining at an angle? Also, do you want the drain on the sump to pickup the oil from the top or from the bottom (im guessing bottom) but I want to make sure. Besides that, they arent anything but an aluminum box are they?

I don't have an answer to your question about the sump, but I don't understand why you would have drainback issues by just running return lines directly to the pan.
My turbos are very low, I have two -10 90 degree fittings right off of the turbos going into the pan just above the oil level sensor. No drainback issues at all.

Im running a scavenge pump that doesnt seem to be draining all the oil out of the turbos... I recently added another fitting in the pass. side of the car and will be adding another scavenge pump. The oil drain is only like 1" above the oil level.... To get to the pan it has to go up slightly and down again.

I know I need a pump, but as well as a pump im wondering if I should try a sump on both sides.

Put a pump on it... the turbo is not going to drain back properly without one. You've got your bearing housing angled up ~30 degrees, and your oil return line still running up hill.
