Ummm. . . You kinda' left out a few things. . .

Namely the cam and heads. They are far more important than the brand name of your fuel pressure regulator (which you might as well leave stock, by the way).

Getting 13lbs of boost out of a p600b is going to be hard. I would not try pushing the blower to its limit because it will grenade. Trust me.

Using the 12# pulley for the p-600, You usuually see around 12-14psi of boost. Its not that uncommon to see numbers like that. Although ATI does not recomend using the 15# pulley for the p-600 stating that that the gearing is wrong for that small of a pulley.

Never heard anything good about 50# injectors either. Try a 42 and higher fuel pressure if nothing else.

Have you ever tried running a 12# pulley with a stock bottom end? I was running a 15 lb pulley with my 383 and only seeing 10lbs of boost. I know there is boost lost when you increase the size of the bore.

Unless you're trying to do something pretty trick, like using higher fuel pressure than stock and changing the computer injector constant, there is no reason to raise or lower it.

If you raise your fuel pressure, the Ltrim's will compensate and cut pulse width. And vice versa. . .
