Headers vs. Programmer for HP gain?

I've been doing extensive research on here and around the web recently, and I've decided on my final configuration for my exhaust upgrade. I'm going with Hooker LTs, a Hooker Y-pipe, and an SLP LM 2 cat-back. Existing specs are in my sig.

Only thing is, I've also considered getting the Hypertech Power Programmer 3 at some point, but according to their website it will only work with "near-stock" setups (i.e. only after-market induction and cat-back with stock headers and pipe) since that's what they tune for. However, I have read in a couple of places that the Programmer doesn't really make much difference, even with the ideal configuration.

My main goal is cost-effective HP gain. So here are my two questions:

What would be the HP gain/loss and pros/cons of going with the full headers/pipe/cat-back system?

How much better/worse would it be to go with stock headers/pipe and the SLP cat-back plus the Programmer?

Other suggestions are welcome, too. Thanks for the help, guys!

I would not waste the money on a programmer, save the money and get a known mail order tune.....the programmer cannot change certain parameters in your tune that will be beneficial to your overall performance, mad z, Ion has been tuning for quite a few
years and has done for me in the past it will be the best 150.00 upgrade you have done
cannot leave out
Ed Wright he is an awesome tuner...Great guy.

Exhaust is going to be a better investment that a programmer. Trust me on this one.

I agree with him on this one. The handheld tuners aren't very useful unless you need to do simple things like tire diameter/gear change. The "Power Programming" in them is almost a complete waste.
