The coating will not discolor like the bare stainless of an uncoated header. But probably darn near 80% of people with Pacesetters suffer from the coating flaking off in a short period of time. As mrmint69 said above, depending where you live WILL make a difference.
Pacesetter headers are carbon steel, and the moisture in the air alone is enough to make the steel begin to rust. Once the steel begins the rust the coating doesn't have the ideal surface to adhere to any longer and flakes off. Once the coating flakes off you're not longer keeping your engine bay cooler (the coating obviously can't do it's job if it is no longer there).
If it's within your budget an uncoated 304 stainless header would be the preferred way to go over a coated steel header. While you're spending the extra money for the better quality you'll also see a little bit of a hp and tq increase, not to mention likely better fitment and no leaks.
We talk about headers with customers all day long and we can give you some more in-depth info on header selection and benefits of one versus the other if you would like some help.
Be sure to check out our site for LT1 headers:

The Kooks that we offer come with a free header coating for the web-site price that you see. The free coating is FAR superior to what you get on the Pacesetter headers. It does a better job at insulating the heat and they are the highest quality coatings available out there. If you're interested in our uncoated Kooks header discount then give us a call and we'll make it worth your while

I've had coated pacesetters for a little over two years now. I live in southwest MO and the bottoms of them rusted out in less than a year. Mind you we have very humid summers and I drive the car daily. They still look great when you pop open the hood though.
