My problem first began when I was racing a piece of $h!t civic.
My car would just bounce of the redline when I floored it. Over time it got worse and I decided to take it of the road.
Is this possibly a computer problem and if not should I get a used 4L60E transmission instead of a rebuild? Also which one is cheaper.

That sounds like more of a transmission problem to me. I'd get it looked at. If you recently added a high stall TC then maybe the shift points need to be adjusted but if your sig is accurate then only a fipk for mods could not cause the tranny to bounce the rev limiter. Rebuild will probably be the cheapest way to go. If you plan to keep the car and add a lot of HP then maybe consider spending a few $$$ for a better stage 2 or stage 3 4l60e. They hold up much better but also cost between 1-2k and that's without install.
If you didn't do anything to car the recently mod wise then I say you probably got a tranny problem. Only one way to know for sure so get it to a mechanic as soon as you can. Most only charge $50-100 for troubleshooting. Worst case is if you don't have the funds to fix it you pay the 75 bucks or whatever and at least know what is wrong and how much you need to get saved.
