shifting problem

I have an 1994 camaro Z28 with an automatic transmission. When you drive normal it shifts fine and doesnt have any problems. But when you have your foot all the way in it, it won't shift up. It acts like it hits the rev limiter and it won't shift. I was told to replace the throttle position sensor and i did, but it did not work. What should I have done next?
