Convertor whine? Is it normal?

Is it normal for a brand new converter to make a whining noise on low rpms? My previous converter which failed made the same noise, and now with a new converter I can hear the same whining... I read somewere it could be the pump and not the converter... Is that right or is the converter whine (like a supercharger) a normal thing?

Mine makes a very audible whine at low speeds, but only in first gear. I just assumed it was the transmission doing it's thing. I've had a TH350 and a TH400 and they both sounded like that, although the TH400 is louder.
