Question Clutch install help

Installing a new clutch on a 94. When I tighten the pressure plate bolts to 22ftlbs, the pressure plate housing does not seat onto the flywheel. There is a small gap between the two. Is this correct?

The pressure plate should sit on the flywheel, what clutch are you installing?
