Can't shift into third..

Can't shift into third..
At WOT my car will not shift into third, it feels like it is "locked out".. normal driving it is fine. no grinding, etc etc
i have a LT1 383, big cam, tune, etc
skip shift eliminator still plugged in, but skip shift tuned out of PCM yesterday.. the car did it once in awhile before, but now it does it every time..
any ideas?

My 94 Z28 does this too, but it only started after I changed it to a hi performance racing tranny. Its only at WOT, and durring the 2-3 shift. It "over revs" for about 1-2 seconds, then shifts still at 100% TP. Im thinking the new tranny has different shift points or my ECU in the 94 is programed different then the 95Z28 I took it out of. Any help from anyone would be greatfull to helping us both out.
Edit: My tranny is a 4L60E
