A4 shifts too hard.

I know that sounds silly but even just cruising around the trans shifts hard as hell. And at 15mph it is a little annoying. It has been like that since I've owned the car and through having the transmission rebuilt 3 times. What could cause this?

EDIT: And for the record I have a 3000Rpm Torque converter also and it still shifts hard even under 3000rpm. I mean neck wrenching hard.

I've messed with that alot to try to fix the problem... Even with a 100% stock file the car shifts hard. It feels like it is always doing a full throttle shift... COuld the Servo be messed up somehow?
