93 a4 lt1 hits limiter when downshifting

Having a problem of when im in 3rd gear and i floor it to down shift it will down shift into 2nd and then free rev into the limiter. I have tried adjusting the tv cable with no change. Is the trans toast? i have searched and seen people having problems with the tv cable being bad or the governor

Could be a slipping trans.

trans fluid is nice and red, i thought about it slipping but if you get on it 3/4 throttle its shifts good. just when i want it to down shift and i go full throttle it will down shift into 2 then it free revs to the limiter. If i go full throttle and it does shifts into 2 and i let up alittle its fine. it seems like its somthing with the tv cable.
