700r4 in a 91?'s

Had this tyranny rebuilt bout 3 years ago but haven't even put 25k on it. Took TCI's performance 3rd4th gear clutch paks to the shop and added a fairbanks piston servo kit(who know if they installed the clutches or just kept then 4 themselves though)to go along with the rebuild,used a stock converter.

Here's what its doing. Driving down interstate floor it to pass slow truck but instead of dropping into drive from OD it just free revs. So take it easy get it home and check fluid and sure enough it's qt low. Add fluid,test drive seems alright. Now it doesn't snap into drive like it used to and has a real mushy shift into OD and sometimes shudders when shifts into it. Sometimes when starting the car and take off it makes clanging noise(always just figured it was the exhaust).
Car downshifts great,1st to 2nd shift snaps hard. Soo,the big question is. Do ya thinks it was just a shotty rebuild or a torque converter going bad?
