4l60e delayed shifts?

on my '97, the 1-2 and 2-3 shifts are delayed. They seem to be plenty firm, but the car hits the rev limiter once or twice befor it shifts at WOT. The part throttle shifts seem fine. Is this a common problem? Is there a simple fix, or is it rebuild time?

Thanks,
Chris
