can a M6 car finish a quarter in 4th gear w/ 4.10's at 6800 RPM?

Yes if you top out at 127 mph with stock tire diameter. Here's a link to a rpm/speed calculator: http://www.f-body.org/gears/

Just to be clear, that's at or below, and the actual limit at 6800 rpm would be 126.5mph.
