1993 camaro shifts high

I am considering buying a 93 camaro z28 but the owner said the car doesnt shift till around 5k rpms all the time. it doesnt slip or anything but it does have 180000 miles on it. is there a known problem for the 4l60 trannies to do this and a simple fix or does it usually mean a new transmission. other than this the car runs fine. Any help is greatly appreciated.

Probabaly a TV valve stuck unfortunatly this is ussually a sign of a deeper problem Buy if figuring you will need a trans

it does it all the time even with partial throttle. other than that it runs good but i dont really have need another camaro and since its and auto that just makes me want it less.
