I would torch it from inside the car as long as you move any carpet out of the way

The very best way would be the buddy system. You in the car with the wrench holding pressure/testing whether it will turn as a buddy heats the bolt from underneath.
And 400° is less than you cook a pizza at The inner blue flame on a propane bottle torch is about 1200° so it won't take long.

Can't move the carpet with the seatbelt bolted thru it.

When I removed my rear belts from my 97 Z28 it was somewhat of a "non-event." I used the correct size torx bit along with a pneumatic ratchet and spun them out.

Ha, I couldn't get mine out so I cut the belt holder on the rear seats.

All you have to do is cut a slit in order to slide the belts out. Then you can remove the rear seats and leave the belts in. Then just slide the belts back in the slot when you put the rear seats back in. Thats all I did.
