XE230/236 be tuned to pass emissions?

I am thinking about the XE230/236 cam with ported heads flowing 250ish cfms could this cam be tuned to pass emissions? I live in kansas and have no emissions now i am just looking to the future just in case. I have heard the CC306 can pass emissions so i would assume this cam could easier with less duration. Could it pass on a 112, i would prefer that over a 114 lobe separation. Any help here guys? thanks
