WOT tuning's effect on part throttle performance

I'm searching for a place to dyno tune my car and have a question about the tuning. What I need to know is whether or not full throttle tuning affects the part throttle settings. In other words, will my cammed car that gets crappy mileage improve its MPG with dyno tuning. Hope this isn't too vague.

Also, if anyone can recommend a dyno tuning shop with obd 2 lt1 edit in the southeast area (I'm in Atlanta) I would appreciate it. Right now I'm talking to RP Motors in Atlanta and have talked them down to about $400. If anyone has dealt with them please chime in.

With a new cam in a MAF sensor car, you generally tune part-throttle with timing only. The MAF sensor should sense the relevant airflow changes.

But the timing will need changed. And that will definitely affect drivability.

WOT tuning won't affect part-throttle, no.

You should be able to do part-throttle tuning on the dyno, though, no problem. But you won't see as much load on the engine on the dyno as on the street. So, IMHO, tune for about 1-2* less than the dyno shows as optimal.
