TPS voltage

Trying to tune my car and the thing i'm trying to correct the TPS volts at idle. Right now they are at .25 i'm stuck on how to get it up to .4 or .5
Can someone explain what i need to do to get the volts to the right level. My TB screw is not touching the TB spring and the TB blades are back as far as possible with the idle at 900 RPMs. Somewhere around here i'm getting confused on what to adjust

Right now my TPS volts are at .47 at idle and at WOT it hits 3.43 and the TPS % is only at 94.1 the IAC pos is at 73 at idle and goes upto 99 at WOT. My Throttle cable is getting tight and i cant find out were. I have tried to reset my IAC and i don't think it worked.
