PE Tables and A/F ratio

I'm new to this and need help understanding. When I look at different bin files, the values in %change/rpm seem to jump around randomly. The way I understand, this would be changing the air/fuel randomly. Why are these tables programmed this way?
It seems it would make more sense to have a trend in the air/fuel in one direction or a constant air/fuel.
