Probably the best thing to do is find what you want to accomplish first. State this and we can start from there. Instead of having someone walk through every nuance of programming, my suggestion is to go step by step and use us on the board to help you along the way. There are plenty of us here that know as a whole a lot more than any one person and generally you will get plenty of help.

So again, what is it you need to accomplish?

If you have any scans or logs from running the car that would help everyone out here also. So that they can view them.
There various ways to clean up idle;
timing
IAC counts
Are the BLM's split much at idle?
You may need your idle raised
Individual fuel trim at idle and so on
low vacuum?

Fans can be changed in your ECM constants table;
Fans on thresholds table
Once again a spreadsheet of your scans would be much needed.
