Learing how to tune

Alright I am interested in tuning my own PCM. What can I read or how do I go about learning what to change in the settings after different mods. Like fuel settings, timing, sensors, etc. What is the best beginner friend tuning program? What else is needed besides the PCM interface cable, labtop, a tuner program? This will be on a OBD1 car.

Ok, let me ask a question. For those of you who know what to tune and how to tune the PCM where to you learn? I'd really like to do my own tuning and not pay someone else.

To tune your own car, you need a cable ($65), tunercat ($100), and datamaster ($~50-$100 i can't remember). So about $250 to start. Learn the tables and what they do. It's pretty easy.
