KR upon startup--stall condition

I am experiencing an intermittent starting problem. It either starts, doesn't start at all or will start and run for maybe a second. In the instances where it starts and runs for only a second, Freescan log is showing me KR of 7 or 8 degrees (with ignition timing approaching 0), normal starts show <1 degree retard or none at all with spark timing in the mid 20's or so that settles down to about 18 BTDC. It looks like the KR is stalling the motor. Can anyone tell why the PCM is forcing KR under these start conditions?? I've heard of this happening with others, but have never known the diagnosis.
