If I get MAF translater, do I still need PCM reprogramming?

With the mods I have done(in the sig), I have a very rich condition. The A/F ratio is in the 10's(off the chart). Actually it starts at 12.5 then drops to below 10 at higher rpms. The A/F ratio was done while the car was on the chassis dyno. It made 323hp and 338lb/ft.

Now my problem is; Can I just get the Translater, and adjust the fuel and timing as I wish, or, Do I need to get my PCM reprogrammed? Or the alternative, LT1 Edit or Tunercat, which I'm not crazy about since I don't have a laptop. Thanks.
