hypertech or custom chip??

hypertech or custom chip??
im confused on weather or not to get a custom burnt chip for my 305 tpi or a hypertech. ive heard that the only thing the hyper tech chip does is change the timing slightly, and maybe the top speed limiter. and if i were to get a custom chip where would i go?
