Had car dynotuned and now A/C is affecting tach readings

After getting car tuned when I turn on the A/C the rpms start at idle nd creep to about 2000. Even during driving if I take my foot off the gas it will remain at a constant speed provided I am only going around 30mph (so around 2000 rpms). It will stay at 2000 until I tun the A/C off, then things get back to normal. What gives??? I had some engine work done recently as well, is it possible that he serpentine belt is too tight?

Is it just your tach readings, or is your engine rpm's actually rising

Engine actually revs up and holds steady when I let off the gas. It will hold a constant speed at 30-35mph or so without me having my foot on the gas. Again this only happen with the A/C on, so I kinda ruled out some sort of relationship with the cruise control.
