Flooding on startup?

Flooding on startup?

What does the PCM use to decide fuel dump in on startup.
Even while just turning over with no spark, the injectors keep dumping fuel. Is it supposed to keep dumping or is it supposed to prime and then start feeding when it actually fires.
It is actually flooding itself out just trying to start, hot or cold.
There is no leakage.
Any help is greatly appreciated!

coolant temp sensor, tps sensor. you should have spark while the engine is starting. if you dont, the engine will flood. the injectors inject when the computer detects a cam signal, ala cranking and running.
