Do you need integrators for block learns?

I have the new updated EE$ def. file from Tunecat and have found the min/max integrator constants. What I am wondering is if you set them to 128/128... will you basically be locking the block learns in all cells at 128? Doesnt the PCM determine the BLMs based on the average of the integrators?

I want to keep my integrators stable with my idle PE mode but I dont want to harm part throttle fueling.
