Whats the best program to tune an OBD-I on a laptop? Where do I get it, and how much should I look to spend? I have heard of...

OBD1, use Tunercat. You'll save a lot of money and you'll be able to do much more. You'll also need a cable, which you can get from www.akmcables.com. Do a search, there is lots of info on this.
