Best bang for the buck scanner?? whats your favorite?

Im looking at diagnostic scanning tools..
I dont have a laptop ....

Im curious of what you guys feel is/are the most useful and practical scanners.

Ive been looking at Actron CP9145's

and well somethign like datamaster but i need to buy a cable and computer for that...

The Actron can scan OBDI and OBDII vehicles..
I was wondering if it can scan a vehicle that was originally an OBDII but converted to an OBDI.. Like putting the OBDI computer in a 1996 camaro but the ALDL port is still an OBDII style connector. If the acton will know this?

Im looking for versatility... I want to be able to scan more than just the camaro for troubleshooting.

If you want to get into tuning you need a laptop and will not be happy with the handheld scanners. I went that route and it was a mistake.
