auto red lining

This is my first post here, and my first z28.

Anyways I bought a 95 z28 and it wound up having alittle more work into the motor then I first thought. When I finally got all the loose ends fixed up, I finally took it to the track and tried to run it all out. The car redlines and feels like it hits a rev limiter before it will shift.
So my questions are
A. Does the car have a stock rev limiter
B. What would cause this, I'm guessing someone tuned it wrong.
C. Do I start by flashing the computer back to stock

A. Yes. Stock it is about 5800 to 5900 rpm.
B. It is possible the tune could cause it. The transmission shifts at different MPH depending on throttle percentage. If you reach the rev limiter rpm before the transmission is commanded to shift then the transmission won't shift. If your gear ratio has been changed, and the transmission parameters haven't, it can cause this problem. I had this problem when I changed from 2.73 to 3.42 gears. Even though I corrected the speedometer using Tunercats I still had to manually change the transmission tables. The current version of Tunercats will update the transmission tables for you when you change the speedometer calibration.

C. IF the program has been changed you may want to go back to stock to give you a known starting point. I don't know if you have tuned the PCM or if someone else did before you got the car. If you have Tunercats you could run the speedometer correction tool if your gear ratio has been changed.

It could also be some problem with the transmission. I have also read that adding a high stall converter can cause the problem.

Stall over 3000 can cause a slip diag to trigger a 1-3 shift. That can be fixed by changing some tables in the tune.
