Speedo cable issue

Hey guys... my next door neighbor has a 69 Camaro 350 that he recently swapped in a Saginaw 4-speed tranny. When he plugs in the speedo cable all the way, the speedo doesn't work... if he backs it out some, it works OK... but he doesn't want anything to get into the tranny through the loose connection or have the cable come undone while driving. Any ideas what may be causing this or how to fix it?
